The Police Department of Lawrence, Kansas, was trained by Ed Davis, the former Boston Police Commissioner who participated in a mission to further collaboration between the Israel National Police (INP) and the Palestinian Authority's (PA) Palestinian Security Services (PSS). The Lawrence Police Department paid $14,000 to Edward Davis, LLC, for a 3 1/2 day training. Edward Davis, LLC, is a private security consulting firm founded by former Commissioner Davis. The private security firm works with federal, state and local law enforcement and military officers.

The Police Department of Lexington, Kentucky, is among the departments that have sent delegates to Israel. Ronnie Bastin served as Chief of Lexington Police Department between 2008 and 2014. Chief Bastin attended a training in Israel with the ADL as a delegate of the National Counter-Terrorism Seminar in September 2008. He was promoted by the Mayor to Public Safety Commissioner in 2014, where he served until 2018. He is currently running for Mayor of Lexington, Kentucky, in the upcoming November 2018 elections. Bastin was also named to the LFUC Airport Board, the governing body of Blue Grass Airport, for a 4-year term beginning in 2016 and ending in 2020.

The Sheriff's Department of Los Angeles County, California, is among the departments that have sent delegates to Israel. Lee Baca served as Sheriff of Los Angeles County between 1998 and 2014. Sheriff Baca attended a training in Israel in 2003, 2006 and 2009. He attended a training in Israel in 2003 sponsored by the Israeli National Police for a seminar titled "United Against Terror: Law Enforcement in the Era of Global Terror." Sheriff Baca then attended the "Homeland Security Conference on Terrorism" sponsored by Israel's Ministry of Foreign Affairs in 2006. In 2009, he attended a training in Israel sponsored by the Israel National Police for a four-day seminar on "Police and Law Enforcement in the Era of Global Terror" led by Israel Police Chief Shlomo Aharonishky.

The Sheriff's Department of Los Angeles County, California, Department of Homeland Security unit, is among the departments that have sent delegates to Israel. William "Bill" McSweeney served as Chief of Los Angeles County's Homeland Security Division until 2010, and served as Chief of the Detective Division between 2010 and 2015. Chief William McSweeney attended a training in Israel with JINSA as a delegate of the LEEP program in February 2008. He is now on the Board of Advisors of JINSA.

The Police Department of Los Angeles, California, is among the departments that have sent delegates to Israel. Michael Bostic served as Assistant Chief of the Los Angeles Police Department. Richard Webb served as Commander of the Los Angeles Police Department until 2014.

The State Police of Louisiana is among the departments that have sent delegates to Israel. Colonel Mike Edmonson served as Superintendent of the Louisiana State Police between 2008 and 2017. Superintendent Col. Edmonson attended a training in Israel with JINSA as a delegate of the LEEP program. In 2016, senior officials from the Louisiana State Police attended the ADL's Advanced Training School (ATS).

The Metropolitan Police Department of Louisville, Kentucky, is among the departments that have sent delegates to Israel. Officers from Louisville Metropolitan Police Department attended a training in Israel with the ADL as delegates of the National Counter-Terrorism Seminar in 2011.

The Police Department of Lower Merion Township, Pennsylvania, is among the departments that have sent delegates to Israel. Michael McGrath has served as Superintendent of the Lower Merion Police Department since 2009. Superintendent McGrath attended a training in Israel with the ADL as a delegate of the National Counter-Terrorism Seminar in 2013, representing the Commonwealth of Pennsylvania.

The Sheriff's Department of Macomb County, Michigan, is among the departments that have sent delegates to Israel. Mark Hackel served as Sheriff of Macomb County Sheriff's Department between 2001 and 2010. Since 2010, Sheriff Hackel has served as Macomb county’s first county executive in charge of the entire executive branch of the county government. Hackel attended a training in Israel with JINSA as a delegate of the LEEP program in 2005. In 2008, a JINSA-sponsored conference was held in Michigan where Hackel, along with 200 other Michigan police officers, received training from Israeli military and police. County Executive Mark Hackel says there’s a 50-50 chance chance of running for Governor of Michigan in 2018.

The State Police of Maine is among the departments that have sent delegates to Israel. Colonel Robert Williams served as Chief of the Maine State Police between 2011 and 2018. Chief Williams attended a training in Israel with the ADL as a delegate of the National Counter-Terrorism Seminar in 2013. Chief Williams was trained in Israel by Binyamin Herness, Chief Superintendent, Commander of Kfar Saba Police Station.
