The Sheriff's Office of San Luis Obispo, California, is among the departments that have sent delegates to Israel. Ian Parkinson has served as Sheriff of San Luis Obispo since 2011. In 2013, Sheriff Ian Parkinson attended a training in Israel with the ADL as a delegate of the Western States Counter-Terrorism Seminar, a training modeled after the National Counter-Terrorism Seminar. Sheriff Parkinson stated that “it was really a trip that [he] will never forget.”

The Police Department of Sandy Springs, Georgia, is among the departments that have sent multiple delegates to Israel. Ken DeSimone has served as Chief of Sandy Springs Police Department since 2013, and attended a GILEE training in Israel in 2015. Robert Stevens, who served as a captain in the Sandy Spring Police Department, also attended a GILEE training in Israel in 2014. Robert Stevens is now Director of Security at Allied Universal, a private security firm specializing in providing security to local, state and federal government agencies and facilities. Finally, Brenda Plympton who serves as Sergeant of the Sandy Springs Police Department, represented the department at a security seminar in Roswell, Georgia, where the Israeli military gave a presentation.

The Sheriff's Department of Santa Clara County, California, is among the departments that have sent delegates to Israel. Laurie Smith served as Sheriff of Santa Clara County Sheriff's Department since 1998. Sheriff Smith attended a training in Israel with JINSA as a delegate of the LEEP program in 2005. Additionally, in 2013, officials serving in the department attended a training in Israel with the ADL as delegates of the Western States Counter-Terrorism Seminar, modeled after the National Counter-Terrorism Seminar.

The Metropolitan Police Department of Savannah-Chatham is among those departments whose law enforcement executives promote JINSA's LEEP program. Michael Berkow served as Chief of Savannah-Chatham Metropolitan Police Department between 2006 and 2009, and has served on JINSA's Board of Advisors for LEEP.

The Police Department of Scottsdale, Arizona, is among the departments that have sent delegates to Israel. Alan Rodbell has served as Chief of Scottsdale Police Department since 2003. Chief Rodbell attended a training in Israel with the ADL as a delegate of the National Counter-Terrorism Seminar in September 2008. He is also active with the East Valley Fusion Center.  According to the ACLU, fusion centers “can employ officials from federal, state and local law enforcement and homeland security agencies, as well as other state and local government entities, the federal intelligence community, the military and even private companies, to spy on Americans in virtually complete secrecy.”

The Police Department of Seattle, Washington, is among the departments that have sent delegates to Israel. Gil Kerlikowske served as Chief of Seattle Police Department between 2000 and 2009. Chief Kerlikowske attended a training in Israel with JINSA as a delegate of the LEEP program. After visiting a Jerusalem mall during a JINSA LEEP training in how the private sector works hand-in-hand with the Israel National Police, he said, "I think I need to do a much better job of embracing them [private security] and going after them, not waiting for them to knock on my door." There are multiple excessive force cases from the Seattle Police Department under Kerlikowske's leadership.

The Police Department of St. Ann, Missouri, is among the departments that have sent delegates to Israel. Chuck Thal served as Major of St. Ann Police Department, and attended a training in Israel with the ADL in 2017. Thal denied that his training in Israel displayed prejudice or oppression, yet claimed to have learned valuable lessons from the Israeli airport security system which is based entirely on racial profiling.

The Metropolitan Police Department of St. Louis, Missouri, is among the departments that have sent delegates to Israel. Joseph J. Mokwa served as Chief of St. Louis Metropolitan Police Department between 2001 and 2008. Mokwa attended a training in Israel with JINSA as a delegate of the LEEP program in February 2008, and was named in a lawsuit about St. Louis police responses to protesters.

The Police Department of St. Petersburg, Florida, is among the departments that have sent delegates to Israel. Melanie Bevan served as Assistant Chief of St. Petersburg Police Department until 2016. Assistant Chief Bevan attended a training in Israel with the ADL as a delegate of the National Counter-Terrorism Seminar in March 2012.

The Police Department of Stamford, Connecticut, is among the departments that have sent delegates to Israel. Six officials who served in the Stamford Police Department attended a training in Israel with Security Solutions International (SSI), according to AIPAC, that was funded by the U.S. Department of Homeland Security and the non-profit Stamford Police Foundation. The officers planned to train members of their department as well as other local police departments upon their return. Department officials said they hope to send another delegation to Israel in the spring.
