    One of the organizations that sponsors these trainings is the Anti-Defamation League (ADL). The ADL is a non-profit that works to combat anti-Semitism and advocate for Israel. In this context, the ADL runs a National Counter-Terrorism Seminar that has sent hundreds of top ranking officials to Israel to learn about combatting terror since 2003. That same year the ADL established an Advanced Training School that brings delegations of Israeli law enforcement to speak to American law enforcement officials, involving over 1,000 U.S. participants since the program began.

    The Police Department of Burlington, Massachusetts, is among the departments that have sent delegates to Israel. Michael Kent has served as Chief of Burlington Police Department since January 2010. Chief Kent attended a training in Israel with the ADL as a delegate of the National Counter-Terrorism Seminar in January 2016. The delegation’s visit included the occupied Golan Heights, the Israel-Lebanon border, and areas near the Gaza border. They met with Israeli police, intelligence officials and journalists, and toured major religious sites. They also learned about Israeli airport and commercial “security” techniques and how to coordinate with the media. They also met with Palestinian Authority police officials in Bethlehem. Before Kent’s training in Israel, he attended a report-back event from the previous year’s ADL delegation to Israel in 2015, where delegates shared with the audience some of their experience training with Israel.

    According to a local newspaper interview about the delegation, the ADL’s New England regional director, Robert Trestan, acknowledged how the US Constitution could limit the implementation of some Israeli methods in the Massachusetts jurisdictions of the officers on the delegation, admitting that, “…not all law enforcement techniques and strategies are transferable from one jurisdiction to another […] The U.S. has its own Constitution, it’s own set of laws. That’s the world in which American law enforcement operate, and they have to.”
