    One of the organizations that organize and sponsor these trainings is the Jewish Institute for National Security of America (JINSA). JINSA is a think tank that advocates for US-Israeli security cooperation, increased domestic military spending, and military aid to Israel, and has board members with close ties to US defense contractors. JINSA launched its Law Enforcement Exchange Program (LEEP) shortly after 9/11, and since 2002 has run annual trips to Israel for US federal, state, and local law enforcement. Over 11,000 additional American law enforcement officials have attended LEEP conferences nationwide, which bring in Israeli security officials as experts.

    The Police Department of Garden Grove, California, is among the departments that have sent delegates to Israel. Joe Polisar served as Chief of Garden Grove Police Department between 1998 and 2010. Chief Polisar attended a training in Israel with JINSA as a delegate of the LEEP program. Joe Polisars training also includes serving as Chief of Albuquerque Police Department between 1977 and 1997, and as the President of the International Association of Chiefs of Police (IACP). Polisar served as a commissioner for the Commission on Accreditation for Law Enforcement Agencies (CALEA) from 2005 to 2011. CALEA is the gold standard accrediting body for police agencies, training academies, communications centers and campus public safety agencies across North America, and establishes the standards that they must meet for accreditation. He now sits on JINSA’s Board of Advisors.

    He is also the Special Advisor to Management Partners, a professional management consulting firm for government organizations, including city governments, police and sheriffs’ departments, airport authorities, public transportation agencies and public schools nationwide.
