One of the organizations that organize and sponsor these joint trainings is the Georgia International Law Enforcement Exchange (GILEE), a joint program of Georgia State University and local law enforcement. GILEE works to foster cooperation between law enforcement agencies in Georgia and Israel, educating Israeli law enforcement on community policing and training Georgia law enforcement on counter-terrorism. Since its establishment, GILEE has run law enforcement executive development and trainings to enhance homeland security, through 450 programs that reached over 33,000 law enforcement and other executives across over 25 states and 25 countries.
The Police Department of Gwinnett County, Georgia, is among the departments that have sent delegates to Israel. Butch Ayers has served as Chief of Gwinnett Police Department since 2014. Chief Ayers attended a GILEE training in Israel in June 2017. Mindy Bayreuther served as Assistant Chief of Gwinnett Police Department. Assistant Chief Bayreuther attended a GILEE training in Israel in 2016.
The Gwinnett County Police Department have had multiple cases of police brutality. Previous Chief Conway released a statement that had a lot to say about groups who he deems are part of a culture of police hatred and said those making allegations of racism against law enforcement officers are hate groups and domestic terrorists with an agenda.
In 2017, Chief Ayers was forced to fire officers after videos surfaced of the department’s officers engaged in practices of police brutality: Videos that surfaced Thursday showing two white Gwinnett County police officers punching and kicking an African-American suspect came as no shock to those who believe excessive force by law enforcement is a major problem.
