One of the organizations that organize and sponsor these trainings is the Jewish Institute for National Security of America (JINSA). JINSA is a think tank that advocates for US-Israeli security cooperation, increased domestic military spending, and military aid to Israel, and has board members with close ties to US defense contractors. JINSA launched its Law Enforcement Exchange Program (LEEP) shortly after 9/11, and since 2002 has run annual trips to Israel for US federal, state, and local law enforcement. Over 11,000 additional American law enforcement officials have attended LEEP conferences nationwide, which bring in Israeli security officials as experts.
The State Police of Pennsylvania is among the departments that have sent delegates to Israel. Over the years, the Pennsylvania State Police has sent several officers to train in Israel. Colonel Jeffrey B. Miller served as Commissioner of the Pennsylvania State Police between 2003 and 2008. George L. Bivens was serving as Director of the Intelligence Division of the Pennsylvania State Police when he was promoted to Lieutenant Colonel and appointed Director of the State Police Bureau of Criminal Investigation in 2008. He was demoted in 2016 during a change in state leadership. John P. Lutz served as Homeland Security Liaison Officer in the Office of Domestic Security of the Pennsylvania State Police between at the time of the trip in 2006. He later served as the Director of the Bureau of Liquor Control Enforcement. According to articles about the Israel program, John Rolfe served as Supervisor of the Hazardous Device and Explosives Section at the time of his trip.
Commissioner Col. Jeffrey B. Miller attended a training in Israel with JINSA as a delegate of the LEEP program. Miller was hired as the Director of Strategic Security for the National Football League (NFL) in 2008, where he was later named the Senior Vice President and Chief Security Officer. In 2018 he left the NFL for a position as Senior Vice President of MSA Security, which provides security, intelligence, training, and investigative services for corporate and government clients. He now has his own security consulting firm.
Captain George L. Bivens, Captain John P. Lutz, and Coporal John Rolfe attended a training in Israel in February 2006 and again in 2013 through the Jewish Federation of Greater Philadelphia.
